カンボジア

　事務局３名がカンボジアに足を運びました。2015年11月末現在、ASEAN-NAGOYA CLUBを卒業した、カンボジア留学生の皆さんは８人います。そのうち、修士修了者は３人。今年の７月にChanlinoさん、１０月にSreydenさん、そして昨年１０月に卒業したMoninさん。訪問の目的は、彼らの近況確認と、Chanlinoさんの弁護士事務所開設祝いでした。
　事務局からは松久、春名、箕浦が参加しました。乾季がはじまったカンボジア、朝晩は過ごしやすいものの、日中の日差しは強く、サングラス、帽子があればという感じでした。３人にとって、カンボジアははじめての地。ポルポト時代の負の遺産が色濃く残り、世界の中でも最貧国の一つとしてとりあげられるカンボジア。
　しかし、訪れた首都プノンペンは、すでに経済発展の初期段階。辛い時期を少しずつ消し去ろうとしているかのようでした。街は活気にあふれ、市民は市場経済とは何か、投資とは何か、着実に理解が進んでいるのが感じられます。昨年開店した、イオンモールの店内は、嬉々として買い物をする消費者に溢れ、国民全体が、本格的な消費社会に走り出している雰囲気があります。ただ、市内は後発国特有の、交通インフラの遅れによる交通渋滞が、ストレスを与えています。
　カンボジアを訪れ、強く印象に残ったのが人々の穏やかな表情でした。経済発展の初期段階では、消費社会の魅力を知った人々は、貪欲さが表に出て、行動が活発になります。しかし、人々は、喧騒の中にも、静かで穏やかな不思議な感じを与えていました。仏教国としての信仰心の深さが、そうさせているのかもしれません。どの国も、経済発展に伴い、大事な精神を失っていくことが多いのですが、もし、穏やかな表情を持ったまま、発展を遂げていくとすれば、魅力的な国になるに違いありません。

　さて、今回の目的の一つであるChanlinoさんの弁護士事務所を訪問し、パートナー弁護士の方とミーティングを行いました。Sreydenさん、Moninさんと同様に、皆さん素晴らしい逸材ばかり。最も印象に残るのは、現在の日本人が失った尊い精神です。留学生の皆さんは、留学先の国でも一流企業に就職できる力を持ち合わせています。フランス帰りのスタッフの一人から、「私は帰る。失われた世代に代わり、私たちが国をつくらなければ、誰がつくるのか」という志を聞きました。実はASEAN-NAGOYA CLUBで受け入れた留学生8名全員が、この志を持っているのです。母国のために、叡智を捧げるという姿は、誠に感動的です。同行した同世代の事務局、春名、箕浦にとっては、大きな刺激となりました。
　ASEAN-NAGOYA CLUBを巣立っていき、彼らが全身全霊で、祖国の発展のために尽くした１０年後、２０年後のカンボジアの姿を想像すると、本当に楽しみです。Chanlino弁護士は、ASEAN-NAGOYA CLUBの現地カンボジア代表としても、日本との架け橋を担っていかれます。留学生の皆さんの、御活躍をただただ、祈るばかりです。

A Visit to Cambodia

Three people from the secretariats visited Cambodia. As of the end of November 2015, there are eight Cambodian students who have graduated from ASEAN-NAGOYA CLUB. They have completed their master’s degree. Chanlino in July of this year, Sreyden in October, and Monin who graduated in October last year. The purpose of the visit was to check their status and celebrate the opening of Chanlino’s Law Firm.

Mr. Matsuhisa, Mr. Haruna, and Ms. Minoura participated from the secretariat. In Cambodia, where the dry season began, it was easy to spend the morning and evening, but the sunlight was strong during the day. Cambodia has a strong negative legacy from the Pol Pot era and is considered to be one of the poorest countries in the world.

However, the capital Phnom Penh is in the early stages of economic development. It was as if it was trying to erase the difficult times little by little. They are understanding what the market economy is and what investment is. The interior of AEON MALL, which opened last year, is full of consumers who are happy to shop, and there is an atmosphere in which the entire nation is embarking on a full-fledged consumer society. However, the city is stressed by traffic congestion due to delays in transportation infrastructure, which is peculiar to least developed countries.

When we visited Cambodia, we were strongly impressed by the gentle facial expressions of the people. In the early stages of economic development, those who find the appeal of consumer societies are greedy and active. However, people gave a quiet, calm and mysterious feeling even in the hustle and bustle. The depth of faith as a Buddhist country may be what makes it so. Every country often loses its important spirit as it develops, but if it develops with a calm look, it must become an attractive country.

By the way, we visited Chanlino’s Law Firm, which is one of the purposes of this time, and had a meeting with a partner lawyer. Like Sreyden and Monin, everyone is a wonderful talent. The most memorable thing is the precious spirit that the Japanese people have lost today. International students have the ability to find employment in top-class companies in the countries where they study abroad. One of the members, returning to France, told me, “I’m going home. This is my responsibility to develop mycountry. ” In fact, all eight international students who were accepted at ASEAN-NAGOYA CLUB have this aspiration. The appearance of offering wisdom for their home country is truly moving. It was a great stimulus for the secretariat of the same generation, Mr. Haruna and Ms. Minoura.

We are really looking forward to imagining what Cambodia will look like in the next 10 or 20 years after leaving the ASEAN-NAGOYA CLUB and devoting themselves to the development of their homeland. Attorney Chanlino will also serve as a bridge with Japan as the local Cambodian representative of ASEAN-NAGOYA CLUB. We just pray for the success of all the international students.
